Just conceding that tech should be managed as a monopoly seems a poor idea.
If it's essential that it happen and that's the only way to do it, i.e it's a public good delivered as a monopoly, then surely it shouldn't be left as a private, profit-seeking enterprise but should be a nationalised public service?
If it isn't essential then it still shouldn't be a monopoly, in principle, because if one claims to believe in markets then monopolies distort those too.
