We certainly emit stimuli and other emissions which individuals should mitigate, such as noise, and regarding which we should negotiate with our neighbors to find out: how can we live better together? We use nuisance and zoning laws and noise ordinances and the definition of "right of quiet enjoyment" and so on to do these things. We use them to mitigate the negative effects of living near each other -- while taking care not to impinge others unduly.
