Because that's how RHEL works. Updates that fix bugs or security issues, if severe enough, are released to the current minor version. Everything else, including new features, are deferred to the next minor version. Historically, most CentOS users just applied available updates and ignored the minor versions. Dropping the minor versions means that now they get features, bug fixes, and security fixes sooner.
