You dont think someone planning an assassination wouldnt take a Saturday afternoon to see if they cant actually make the shot?
My theory is he was shot in the neck because the shooter zeroed for a lot less than 100 yards and didn't compensate for the increased yardage.
Probably zeroed the scope for 25 or 50 yards at a local indoor gun range and was aiming for the head.
