Read this case of three juvenile rapists being given non-custodial sentences, and ask yourself this:

whatever the logic the judge has used around rehabilitation, doesn't the sentence seem to be about safeguarding the future lives of the perpetrators than of the victims, whose worlds will have been shattered by these attacks?

Whether the victims will want to appear the sentences & put themselves through more of this is another matter.
