just as you describe "google-bombs", link farms and the likes, the academic world has seen it's own abuses of citation based metric with citation farming, predatory journals.
As a recent example that attracted some attention during the pandemic: the french prof. Didier Raoult who turned out to have inflated his ranking by massively publishing low quality paper in journals headed by his acquittances and citing each others.
