where though? There’s not another place in the solar system that would remotely work without constant Earth support…with the possible exceptions of MAYBE floating habitats over Venus. Even then, that’s pretty far off. Nobody has made a go of permanent settlement of Antarctica and that’s vastly more hospitable than anywhere else in the solar system and doesn’t have a delta V problem.
