As John Harris suggests, there's a growing perception that the Govt. will try to reduce the costs of provision for Special Education Needs & Disabilities (SEND), which are causing major problems in local government, not by funding that provision more adequately, but by moving some of that back to mainstream schools while also removing some (or all?) the rights of parents to demand such provision for their children....

If so, a fraught battle is looming!
