I think it was a pass to conduct massive human trials on multiple different drug trials.
100+ different experimental drugs, given to different groups, all they would have to do is keep records matching injection type serial numbers with social security numbers. and then use the side effect results as clinical research, all legal because the liability waivers were signed.
That would explain why the side effects were so random. A control group is always used where the injection was saline only.
