Democracy is like a vehicle. If a boat ends up on the land, it's still a boat, it's just not doing what it's designed to do. Similarly if a democracy elects a fascist, that's still democracy, because that's what the people wanted.
Of course the analogy ends because a fascist would destroy democracy, but the destruction of that democracy is still the will of the people, as expressed through democracy.
