Relay level censorship is a different feature in my opinion. Relay operator can be either nice to filter spam, or be cost effective not storing spam. But it shall not be an integral part of Nostr. Relay can, but not must do it.
On the other hand, clients shall be able to filter out those type of notes that users want.
