I do sometimes wonder whether the tendency (at least in Western culture) to applaud saving things from crisis but not the work needed to prevent the crisis in the first place is something innate in human nature or something about the stories we choose to tell. Superman saving someone from a burning building makes a much better blockbuster than Superman diligently lobbying for better fire building safety codes and ensuring unscrupulous landlords don't cut costs by dodging them.
