[ braedonsaunders/parlour ] fix(ci): do not let the root package re-enter pnpm -r test
Excluding only @parlour/web still ran the root test script, which is
another `pnpm -r test`, so every package — and the web suite — ran
twice on the same runner. Scope the first step to ./packages, keep
the walkover poll that unblocked D1k, and give Spite and Poker the
same 20s budget the other game packages already use.
