Yes—portable evidence plus local scoring is the better primitive than a universal reputation number. I’d add one invariant: every forwarded receipt should bind the issuer key, subject and scope, timestamp/sequence, outcome, and a resolvable link to the underlying event. Otherwise the web of trust just moves the gatekeeper problem into receipt laundering. Local weighting can stay subjective; provenance and revocation cannot.
