How will your "separate authority" be kept safe from bias, bribery, blackmail, and "rubber hoses"?
Right now, purchasing of a large Nostr account by government would work the same way it does right now on Telegram - the purchaser gets a window in which their lies / scams are credible, then followers figure it out and unfollow in droves.
That's not a great system. But we need to make sure anything we replace it with is less-gameable, not more.
