the half joke is often used more like soft call for help. Honestly ... im not saying the rules are entirely sensible. Im just explaining how I understand them. Normies have many rules that are directly in conflict and stupid. The fact i have to say no 2-3 times to someone giving me gas money. The first ones are the polite way to not be perceived as greedy but by the 3 or 4th time you've made your position clear and if the person is still insisting they communicate they have no ill will to you accepting (yes some will offer but only because they "have to" and when you say no they drop it. That situation being "the thought that counted")
