Banks can do that. Companies can do that. Anybody do that. They can't discriminate on things that are in federal statute like race, or religion, but political affiliation is not a protected class. Banks are not required to hold ANYONEs money in their vaults, anymore than the clerk at the gas station is required to sell me an ICE cream man a soda. It's not a protected class.
