Nostr running android phones could detect each other via BLE and automatically sync events with random nearby peers over Wifi Aware? Sneaker network. When the internet is turned off, you could sync your feed in Moscow by taking the subway.
On iPhone I suppose it would require keeping the app open and maybe accepting every pairing.
