Apple can interoperate with another platforms securely when they deem it necessary… case in point, iCloud Passwords on Windows. They can create the necessary key generation and key sharing infrastructure for iCloud Passwords… but they have not done that for an iMessage for Windows, or for iphone mirroring.

If Apple had offered/were to offer clients for other platforms, they would not be now being requested to provide them through legislative enforcement.

In other words, legislators can miss the point, but Apple really missed their reading of the (legislative) tea leaves… so it is not (at least not just) the DMA's fault that there is no iPhone Mirroring for EU users.
