This is interesting but fundamentally you are still modifying the air temperature with a radiator, just more locally.

If you wanted to replace central heating, you would end up using space heater type of things that have fans to get the air circulating.

There are pros and cons to decentralizing AC. I think it could work really well if there was a central computer that managed the individual ACs and prevented you from wasting too much energy by lowering or raising your heat. We need actual smart homes.
