Proton was called out because they said we don't respond to any law enforcement requests from any country other than Switzerland, making it sound like peoples' data was out of reach of the FBI. That's why Proton in particular was being called out.
The comment about no other provider being able to provide more protection than Proton was also covered in the post that I linked to. Yes, companies follow the local laws or the swat team it probablu going to blow their doors off at some point.
