I’m pro BIP-110, but to be fair, Core v30 changed node filters not consensus rules. It was already possible to store that arbitrary data in transactions via Slipstream and Libre Relay that bypass the nodes - Core v30 just made it easier by getting Core nodes to relay spam to miners by default.
The upside of Core v30 is it woke a lot of us up and we’re now pushing to tighten consensus rules via BIP-110 so some spam attacks will be more difficult.
