Aristotle said that the ideal size of the polis was 500-1,000. Beyond that, you can't can't know everyone and will never be able to consider what's best for one another. You will vote only according to your own interests, which makes you willing to steal from others. Theft by the 51% vote is not peaceful.

I live in a low-pop county in Texas. We elect our commissioners and then we stay on top of them to hold them accountable. I have no mayor or city council to deal with. Even my local school board has almost no ability to increase taxes. They have to convince us at the local bbq that doing so is a good idea. Cities are terrible things for humans. The anonymity compounds the evil they do to one another. Voting makes it legal.
