The bottom row are certainly arches, but the middle and top rows must have been windows because this is the side wall of the abbey church. As with many churches, the nave would have been flanked by two, single-storey aisles, and the arches would separate the nave from the aisles. But I think the first and second storeys must have been glazed or it would have been very cold and draughty inside.
