As does necessary healthcare, food, clothing, shelter, etc. Things that keep you alive.
Keeping people alive is more important than preserving wealth. Even if said wealth was earned through labour.
Note that I am not saying that we should directly put people in work camps to provide those things. Something similar to what we have now in many countries with taxation and public funding of necessities is fine.
