When I ask my kids what they want for dinner, and only one or two speaks up, and the others just shrug, then we get what the others wanted. By that "shrug", they voted. They said, "whatever", I trust those two to make an informed decision.
They voted. Their inaction was "I don't like either and I'll be satisfied with whatever the people who study this stuff choose"
Don't pretend they didn't vote. They voted. That was no "oh shit, I forgot to vote". They voted with inaction.
