Can you come up with a scenario where a court order that says "hey, government, you are prohibited from doing the thing *to the plaintiff* that the plaintiff doesn't want you to do" would afford only incomplete relief to the plaintiff? Nothing occurs to me, but this may be a failure of my imagination.
