new blocks are added every time someone mines a new block. The current difficulty level is adjusted to make it average out to 144 per day and end up at one block approximately every 10 minutes.
I guess if collectively nobody mined a block in 2 weeks the difficulty level would be lowered to some insanely low value where practically anyone could mine one?
