A very well done film that should have been a big hit, but perhaps was too much of a downer at the time, is 1965's "The Satan Bug", produced and directed by John Sturges, and starring George Maharis, Richard Basehart, Anne Francis, and Dana Andrews. A top secret biological warfare facility is compromised and flasks of extremely potent botulinus toxin are stolen, enough to infect most of nearby Los Angeles and kill the entire population. But something else is stolen too, something many orders of magnitude more dangerous, that threatens the entire world. The race is on to save the city and perhaps every living thing on Earth. Currently free in the U.S. on #YouTube Movies & TV. I'll add that the opening credits (the entire film is scored by Jerry Goldsmith) are among the creepiest opening titles I've ever seen.
