Hi #Gardening folks, I need help!

I have these lovely things invading many of my gladiolus. The white ones are also on my tomatoes somewhat, but not heavily-so.

I've sprayed them all down with neem oil spray using a half-gallon pressurized sprayer I got, but I'm worried that's not good enough.

It rains frequently here too during the summer (Central Alabama) so most things applied might wash off within a couple days.

What's safe for treating my plants regularly to help my tomato harvests as well? They have some yellowing leaves at the bottom and those white things were on them.
