4. Today utxo spam is limited ironically by the high cost JPEGs that take up so much space compared to a simple transaction. Each block contains less utxo bloat per weight. The blocks being empty open up the system to a utxo attack. While utxo growth is obviously inevitable, seeing massive growth in a short period would be terrible for decentralization as pleb nodes fall of the network due to lack of ram.
5. Csam in pieces is the same as a single transaction containing this content and both are irrelevant.
