In Poland for eg in Olsztyn you had to insert frame of window inside of an old one :D
Once because of change of guy who is head of antique buildings (idk how his position is called) we had to leave old windows sashs. It resulted in you opening new windows and still having windows (old one) closed xD sometimes these things don't make any sense.
