Other European countries allied with Ukraine and planed a counter attack which was rolled out in mid 2023. That's when covid measures were dropped abruptly.
In Germany specifically the measures ended in April 2023. Right around the time when the new narrative - about how Europe has to send billions to Ukraine - started.
