The problem the government may encounter when branding direct action peaceful opposition groups as terrorist is that they may reach a logical conclusion: if they're going to be treated like terrorists regardless of what they do, they may as well increase the number of tools at their disposal to include actual terrorist attacks when it suits them politically and logistically. Sadly I'm not entirely convinced this isn't the desired outcome.
