You mean like Bitcoin's signaling? I don't really think that's true. All that really matters is what software the decentralized community of Monero node operators, miners, and users want to run. If we don't like software updates, we can easily choose to use an older version. If we don't like a fork, we just won't run it. People have forked off in Monero's history too, like the bip110ers but way less loud. There's a clear consensus formed among almost everyone about what software to use.
