Off the top of my head I believe Germany, Mexico, Belgium, NL, and a few other countries (maybe Brazil?).
Charges can be made against someone who does something violent or destructive while breaking out of prison, but the actual escape attempt itself isn't criminalized. One won't have time added to their sentence just for attempting to escape.
