I would say Skyrim in general feels that way. And I say that as someone who has finished Skyrim more than twice.
I dare say many other Bethesda games, do too. But also, it's not, or seems not, insidious. Maybe.
Like, you CAN play as a khajiit and fuck ALL the people in Whiterun.
