Hate the use of that word. It's aggressive and uncalled-for, and overreaching, and rude to do that, but creeps creep. The whole meaning of creep is about moving slowly to avoid notice. It's like saying punching someone in the face and stealing their wallet is sneaky.
Honestly be refreshing for someone to come up and be all "Hello. I want to have sex with you." instead of what the creeps actually do which is corner you and isolate you, and try to make it so you have no choice, denying it the whole time.
