I've run into this personally, I applied for government funding for a project I wanted to do and was surprised at the vitriol of the rejection from most of the proposal reviewers.
I randomly met someone involved in the scheme, on a walk, and asked them about this, they explained that is I had had a wealthy daddy and/or been to a public school then the proposal would have been waved through with out any problems and that they were sick of seeing things like this happen.
