BIP-322 PR #2162 closes signing-behavior ambiguity

Bitcoin BIPs PR #2162 was closed, addressing BIP-322 implementation nitpicks around signed-message structure and input requirements.

The clarification says the `pof` prefix is structurally redundant when `PSBT_GLOBAL_GENERIC_SIGNED_MESSAGE` is present, and relaxes the rule that the 0th input must be a non-witness UTXO.
