Yes, and in rural communities, small town governments often do the same thing.
But my guess is most people in urban homes do not have a yard, and tall buildings shade most windows from the sun. So even little garden projects would require some investment in pots, soil, and lights.
And most of us have no experience with gardening, so there's a big learning curve.
