The Govt.'s proposed 'Civil Society Covenant' looks like a reset if relations between civil society groups & the state;

but, (following the proscribing of Palestine Action) its also another way that the state (or Govt.) will be setting the limits for what is recognised as peaceful protest, while rendering some groups illegitimate by excluding them from the (so called) 'covenant'.

Call me suspicious or cynical, but that's how it look to me right now!
