I'm not sure I have enough of a baseline to judge one way or the other except to say that I'm not sure that math education has ever been all that "great" for quite a long time in the US.
That said, I am extremely pessimistic about the use of "tech" in teaching math based on some of the things I saw. I was somewhat encouraged by the number of classes that used tech somewhat minimally though.
