What the political class doesn't seem to understand but anyone with a cursory understanding of history will, is that when populations start protesting and rebelling and demanding change that's your warning shot. It's not the end of the process, it's the beginning.

If you keep not listening and not solving the problems and going about your merry, corrupt, greedy way, that shit progresses and eventually the crowd isn't asking anymore.
