I think (don't fully understand the theory of operation) the NaCl improves the extremely poor solubility of silver chloride slightly while the tartrate is ... Doing something to improve deposition and ensure a shiny smooth deposition (apparently after deposition you're supposed to wipe it down with just aqueous potassium bitartrate which somehow cleans the surface)
