at the end of the day the government is either going to care about you specifically or they're not going to
if they decide they do care, you will not win alone against the government, and if you organize a group they will likely take it as a serious threat. If you are going to dissent, you'd better make damn sure you're doing it properly or you will in fact die or rot in jail.
