Yes, that's a fair comment; of course the business model universities have been forced into also includes a major cross-subsidy from cheap/surplus generating arts & humanities/social science subjects & the loss-making lab based science subjects... variable fees across subjects would make unis financial position even worse... not that's necessarily a good justification for the flat fee structure
