this is actually... not bad? The bots are already scraping wikipedia without recompense and they're a huge drag on resources. Having these companies at least pay to keep the lights and _and_ (presumably) just sending periodic data dumps instead of having to deal with the costs of constant scraping sounds like an improvement.
