a) She's speaking as a fair observer, and means that Iran shouldn’t acquire nuclear weapons, because they voluntarily committed not to and should be held to that.
or
b) She's speaking as a neo-colonial racist, and means that uppity brown people who don't do as they're told can’t be allowed to obtain nuclear weapons by their civilised and enlightened superiors.
