One of my other policy suggestions is a ban on buy to let mortgages for 'investment'. Only allowed if your one and only home would otherwise be left empty whilst you are working/residing elsewhere.
Stopping landlords hoarding property doesn't make the homes evaporate, it'd just provide a much needed correction to house prices.
